Default Audi 50 electrical problems

The turn signals don't work anymore and they were working (but never been tested for more than a few seconds, the car is still being recovered), I left them on for a while and they stooped working. The green arrow stays always ON on the dashboard and it should blink. (the only thing I did was replace the braking light. It has some contact problems)
When I selected the four signals they blinked for a while, now, they or blink once and then stay always on and the green arrow also, or they just stay always on the first time.
The windshield wipers, were working the other day. Today they did not. When I turned them on they seemed that they where going to work the first time but they didn't. A short circuit somewhere? (maybe caused by the contact problems in the rear light, or water somewhere)

Can this be fuses or the relay's?

Thanks for the quick reply.
Any advice advice on how to detect/correct it. It's probably in something in the rear light, in the same place I changed the bulb.
