The B2 Passat/Santana/Quantum was based on the B1 chassis, and was also used for the Audi 80. THe B2 front end (suspension, engine) is almost 100% similar to the B2 Audi 80 (aka 4000)

THe B1 was sold as hatchback and wagon in Europe, and this was carried on to the B2. 6 months after the introduction of the B2 Passat (1981), the sedan version was released, it was called Santana. In 1983 Santana production was started in both Brasil and China. In 1985 the European Passat range got a slight facelift, and at the same time the Santana was renamed Passat sedan.

In 1994, the Santana 2000 was introduced in both Brasil and China, the 2000 was jointly developed between the branches of Volkswagen. The Chinese 2000 was 10 cm (4") longer than the Brasilian version, the added length was found in the wheelbase.

The Santana 3000 is a further development of the 2000, so the 3000 is still based on the 1981 B2 Passat floorpan. I have not yet seen any confirmation that the 3000 will also be built in Brasil.
